Are these tuners still shipping with 2 sets of bushings? 8.8 and 9.2mm?

Yes. That said, due to manufacturing tolerances, some may find press-in bushings can fit quite tightly on some instruments. While true that they should be tight, it's important to note that for any press-fit bushings on any instrument, some light sanding/reaming may be required to make an ideal fit.
