Your measurements and assumptions about the plugs and jacks are incorrect. First, a standard 1/4" audio plug is 1 3/16" (not 1 3/8"). Second, the depth of the plug into the enclosure is not determined by the length of the plug. The external mounting point of the jack is what determines that (the very end of the jack that the plug is being inserted into), because jacks are mounted proud of the surface of what they are mounted onto, you more or less determine the depth into the enclosure with how you use the washers. In fact, even a standard open frame jack (like a Switchcraft #11) will be even less than 1" deep into the enclosure with the plug inserted, because the bushing (the point the plug is inserted into) extends well beyond the surface of the enclosure. Third, a Cliff S4 jack is sealed/closed, so it would be impossible for any part of the plug to be exposed and short to anything while plugged in.
Trust us, there is plenty of room for an S4 jack to be mounted vertically inside a 1590N1/125B. You can consult the manufacturing spec sheets for a 1590N1 and Cliff S4 to confirm. We do actually know what we're talking about. ;)
