Staggered means the tuners for the higher/thinner strings have shorter shafts than for the lower strings. Bass vs Treble side refers to what side of the headstock the tuners go on. It's outlined in the product description (assuming you're facing the headstock):
Bass Side = Left side of the headstock = For a standard right-handed (or left-handed reverse) headstock
Treble side = Right side of the headstock = For a standard left-handed (or right-handed reverse) headstock
The picture also changes to reflect your selection. So, you can choose the one appropriate for your guitar based on the picture you see load after making your selection. If you have a right-handed telecaster with a standard headstock, then bass side. Non-staggered if you have a string tree. Staggered if you don't (though you may still need one).
