Any idea why there is a "static" scratchy sound when toggled while playing but quiet when toggled when not playing?

Strange. Without diagnosis, I could only guess. Confirming the wiring is done right, the solder joints are clean, and cleaning the contacts of the switch should resolve the issue, if it is an issue with the guitar itself. If that doesn't do it, there may be other (external) things at play.
